A license in one state never carries over to another. Pick your target states and how you want to reach retailers, and see what each state expects: the license, the cigar tax, the recurring filings, flavor limits, and what changes if you sell through a distributor already licensed there.
Your own license or a distributor's?
Shipping to retailers yourself keeps the margin and the relationships but brings a license, the tax and a return every month in most states. Selling to a distributor already licensed in the state usually moves the tax and filings to that distributor, though some states still ask something of the brand. Read the guide to choosing a route.
